Sheff Wed Deals with a 'Significant Problem', Declares Football Regulator

'Our role is integral to football's future' - football oversight chief the regulator's chair

The Championship club's current difficulties represent a a "major concern" and the new football authority is aiming to acquire authority to examine team situations in such situations, its new chair the official has stated.

During an extensive discussion, the regulator, who was named to the position this week, showed understanding towards Wednesday's fanbase.

Kogan met with four supporter groups representing the football team recently.

The football club have been experiencing difficulties in multiple areas in this season, with the club missing wage payments on several different times, including in September.

"Clearly Sheffield Wednesday has been a significant problem for EFL and a substantial concern for English football," the regulator explained.

"The club represents one of the great brands for English football and recently we have met Sheffield Wednesday supporters' groups.

"We're now looking to get powers... which will permit us to bring the club and similar situations submitted for our review if they need to be investigated and dealt with."

Monetary Issues and Proprietorship Status

The team's struggling chairman the Thai businessman stated during the off-season he would be prepared to relinquish control at their home ground, but he has been unable to finalize an agreement with potential new owners.

Failure to pay player wages on time in earlier this year led to sanctions by the football authorities in June, stopping Wednesday from completing any transfers or loans for the next three transfer windows, although the ban was rescinded in the end of the transfer window.

Official's Viewpoint

The chairman stated: "Our role exists to serve the Owls followers, teams facing challenges where people are committed to a regional establishment that has represented their community in multiple situations.

"I have absolute sympathy for Sheffield Wednesday, as I do for all the clubs that over recent decades have faced collapse, or approached financial ruin, for factors unrelated to the fans themselves."

Inquired if the authority might compel an owner to sell a club if they are judged inappropriate, Kogan said: "Should the inquiry concern 'would we intervene in the final instance?', the answer is once we gather the evidence and comprehend the circumstances, we will."

But the chairman emphasized that requiring chairmen to relinquish clubs would be viewed as the ultimate measure and the authority would rather to cooperate with proprietors.

"The last thing what we want to do is commence engagement with an specific team, an specific proprietor, without being able to work with that proprietor to address the issues that the club's facing and the chairman's encountering," the chairman stated.

"However, realistically, when you review the record of the game, over the last 20 or 30 years there have been certain proprietors, few in number, but particular people who have shown negligence in the approach they have taken toward their teams and eventually don't wish to take responsibility for the future."

'Mistakes could erase significant advances'

Kogan met with delegates from multiple organizations to explain the responsibilities of the oversight body this week and maintained it represented a "proactive meeting" with a "significant participation" from the National League to the Premier League.

"It's a job that's actually really important, because if errors are made, if the football community fails, the significant advances achieved could disappear rapidly," Kogan said.

"And that's what nobody wants in the context of the English game is a major achievement - we need to continue the progress.

"Substantial financial resources flowing into the game and has been channeled for the last 20 or 25 years, because certainty is lacking it will continue to come into football, which is among the factors explaining I think we have to adopt a precise perspective on challenges and obviously, of the next two or three years."

Premier League Concerns

Top flight officials resisted the establishment of an oversight body because of fears of a negative impact on the top-flight's competitiveness, but the regulator stated: "I completely endorse the success and growth as an commercial operation of the top division.

"Being fully aware of the apprehension regarding damaging the division as a high-quality offering of the nation. But concurrently, if you consult with top flight officials after this week's discussion, they would have had a substantial amount of confidence -and, actually, they have been informing us confidentially they have a high level of reassurance."

Ideological Links

The regulator remains subject to a "thorough examination" by the Commissioner for Public Appointments after he acknowledged providing funds to the opposition group in 2020.

The chairman provided financial support for Culture Secretary the politician's campaign, along with that of the current Prime Minister.

"I have fully disclosed my former ideological connection [with Labour], and that ideological connection terminated the day the parliamentary committee confirmed my selection," the chairman stated.

"I currently have no participation in any sort of politics."
